Pets

  • The term "pet" is limited to dogs, cats, birds, and tropical fish. Venomous snakes, dangerous snakes, reptiles of any kind, or potbelly pigs are not allowed to be kept in the community property. The Board of Directors adopted breed restrictions which include Akita, Alaskan Malamute, American Bulldog, American Staffordshire Terrier, Chow, Doberman Pincher, German Shepherd, Great Dane, Pit Bull, Rottweiler, Siberian Husky, Staffordshire Bull Terrier, any Wolf Hybrid and any Pit Bull mix breeds
  • The total of all pets is limited to two (2) and the total weight of all pets may not exceed 60 pounds; anyone household pet may not exceed 40 pounds. A certificate of weight may be required.
  • By OC Ordinance and community restrictions, pet owners must keep all pets (including cats) on a leash when outside of the unit and must pick up and dispose of all pet waste immediately.
  • No pets will be allowed to become a nuisance to the community — do not allow your pet on patios/balconies unless you are with them — barking dogs will be reported to Animal Control Enforcement.
  • Do not put any animal on a leash outside the patio door or tied to a tree outside the patio. Any animal not supervised by a pet owner will be removed by Orange County Animal Control. Also, any animal running loose in the community will be picked up immediately by Orange County Animal Control.
  • Household pets shall not be kept, bred, or maintained for any commercial purpose and shall not be an annoyance to neighbors. The Board of Directors has the right to fine owners of pets and/or to require any pet to be permanently removed from the Condominium. Other specific restrictions may be imposed by the Board of Directors against any pet that becomes a "nuisance" to other residents of the community.

 

Smoking

No resident, owner, or another person may use smoking products, including, without limitation, cigarettes, e-cigarettes, vaping, and cigars, within any hallways or breezeways, or on any patio, porch, or balcony. Designated smoking areas and benches can be used throughout the community. Never throw cigarette butts in the breezeway floors, shrubbery, or roadways. Dispose of cigarette puts properly per Orange County Fire Ordinance.


 

Porch Regulations

On October 9, 2020, the Palms Villa Board of directors further defined the proper usage of the community’s porch/balcony area. These updated rules were created to better clarify to residents how balcony/porch areas are to be maintained. These guidelines were adopted to make sure our community is well-keep, safe, and presentable. Please refer to the attached list of items that are permitted and those that are prohibited. If you have an item that you would like to have on the porch area that is not clarified in these newly adopted guidelines, please send a request at: mdelrio@lelandmanagement.com.

On the request you need to include:

  • Name and address
  • A picture of the item you are requesting to have on your porch

The reason why you are requesting to have that item on the porch.

Balconies/porches are a limited common area for the exclusive use of the unit resident subject to the association rules and other association governing documents.

  1. No rubbish, garbage, refuse or trash shall be kept, stored, or allowed to accumulate on any portion of the Condominium Property, except within designated trash receptacles.
  2. Items Permitted on balconies/porch are restricted to the following:
    1. Holiday lightings (only on holiday season) not attached to the walls or the screen frame.
    2. Patios Furniture: Two patio-type Chairs and One small patio-type table.
    3. Potted Planters, planters, and plants (limit of 4)
    4. Satellite Dish one meter or less in diameter or television antenna (need board authorization which will be provided by the Board in accordance with applicable law and the Association’s governing documents)
    5. Small Item, if not otherwise prohibited and not excessive in number
    6. U.S. flags (properly displayed-not hanging from the ceiling)
  3. Unsightly Objects. Notwithstanding the foregoing in no event shall unsightly objects be placed or stored on a balcony or porches where they may be seen by other residents or by the public in general. In no event shall balconies be cluttered or unsightly.
  4. Examples of items not permitted. Examples of items not permitted to be stored or left on display on balconies/porches include, but not limited to the following:
    1. Animal Kennels and cages.
    2. Appliances
    3. Attachment that alters the architectural appearance of the balcony.
    4. Bamboo walls and rooms dividers (or similar structures)
    5. Banners
    6. Electric, gas, charcoal barbecue or other cooking devices, or outside cooking.
    7. Holiday lights not during an applicable holiday period
    8. Household furniture
    9. Laundry and /or towels hanging
    10. Machinery and /or power tools
    11. Mops
    12. Open-flame devices such as exposed candles
    13. Empty propane tanks
    14. Spas, hot tubs, whirlpools, and similar improvements
    15. Bicycles, tricycles, scooters, skateboards and other play equipment, baby strollers, and similar items

In the event of any doubt or dispute as to whether a particular item is permitted hereunder, the decision of the Board of Directors shall be final and dispositive.

In addition to patio/balcony areas, these exterior guidelines are to be followed.

  • Colored window blinds/drapes-all window blinds/drapes visible to the exterior must be a neutral white or off-white. All blinds must be in good condition. Broken blinds must be replaced.
  • A/C window units or fans in windows are not allowed AC units or fans may not be attached to the exterior of any unit projected out of any window, door, or balcony.

 

Parking General Information

Every resident is required to complete a Vehicle Form and apply for a Parking Permit Sticker. Applications must be submitted by mail, or in person, to the association's management company Leland Management. It is the resident's responsibility to notify the Association immediately of any new vehicle or license plate changes. A new registration is required for all changes.

Every Unit is assigned ONE parking space. A second or third vehicle must be parked in a space marked VISITOR (but are still required to have a parking permit on a first come first serve basis. The MAXIMUM number of vehicles for each unit is three (3).

Parking Policy

***All vehicles parked in Palms Villa Residences property between midnight and 6 AM MUST HAVE A VALID PARKING PERMIT OR RESIDENT DECAL. This includes all vehicles and all parking spaces: Reserved, Visitor, Disabled and Commercial.***

  • Vehicles may only be parked in the space assigned to that unit or in marked VISITOR spaces
  • All permits must be displayed on the front windshield of the vehicle on the passenger side. Visitor passes can be hung on the rearview mirror but the dates must be visible. Any decal or parking permit must be visible and must be securely attached to the vehicle.
  • If the decal is taped, altered, or appears to be coming off, it will need to be replaced and will be tagged for towing unless the decal is replaced within 2 days.
  • All vehicles must have a valid license plate, if the plate is expired or missing the vehicle will be towed after the first warning.
  • Vehicles parked in reserved spots not assigned to their unit will be towed immediately. No vehicle may be parked in a vacant unit's reserved space, vehicles parked in a vacant unit's reserved space will be towed without warning. 
  • Any vehicles in the parking area next to the office on weekdays after 5:00 pm to 8:30 am and weekends at any time will be towed immediately.
  • At no time and on no occasion will it be permissible to park in front of a fire hydrant, in front of a driveway, on the grass, on any landscaped area, or along any cul-de-sac, i.e., dead-end street.
  • Always keep vehicles locked and do not leave valuables in your vehicle.
  • No trailers, boats, jet skis, etc. are permitted to be parked overnight in the community.
  • No dumpsters may be parked in your assigned space without the prior approval of the Association Manager.
  • Any vehicle parked in the commercial parking area without a valid commercial parking permit will be towed immediately. Oversized vehicles are not allowed.
  • Vehicles parked in the disabled parking must have a valid disability permit or license plate; otherwise, they will be towed immediately.

 

Visitors

  • All overnight visitors must obtain a pass from the association manager Moises Del Rio (407)258-4546 at the clubhouse (10837 Windsor Walk Drive, Orlando, Florida 32837) during business hours 9 am-5 pm. Visitor passes can be obtained by the resident of a unit and will be valid for a maximum of five (5) days from the date of issue. A maximum of 2 visitor passes will be issued for any five (5) days.
  • Guests should park in the resident's assigned space or in a marked VISITOR space.
  • Guests parked in the assigned space of another Resident are subject to towing without warning.
  • Any visitor pass that the dates cannot be seen clearly or is past the five (5) day limit will be tagged for towing unless a new pass is issued within one (1) day of being tagged.

 

Emergency Pass

  • We understand there are sometimes emergencies. If there is an emergency and it is outside normal business hours, the following decal may be written and placed on the passenger's side of the dashboard. This pass will only permit the vehicle for parking for one weekend. The resident's APT #, first and last name, and date must be written on a pass in the space provided. The car must immediately obtain a parking pass from the office and management the following Monday during business hours to prevent towing of the car. The car may still receive a warning but will not be towed if visitors' parking pass is obtained and management is notified of the emergency by the Monday following. Leases

Leasing of units shall be subject to the prior written approval of the association. Every lease of a unit shall specifically require a deposit from the prospective tenant in an amount not to exceed one month's rent to be held in an escrow account maintained by the association. No Lease shall be for a term less than seven months. In no event shall a unit be leased more than three times within any calendar year, regardless of the lease term.


 

Guests

Any person or persons staying more than 10 days will be considered a tenant unless prior written permission is obtained from management/landlord. Only those persons listed on the lease application have permission to occupy your condo. You will be responsible for the behavior of your guests. All portions of this agreement apply to your guests. The tenant shall be held liable for any damage, misuse, neglect, or injury.


 

Noise Guidelines

Residents should be aware that they share walls with other residents and the sound from electronics, noisy children entering & exiting the condos, breezeways, and stairwell, talking in loud voices, and/or stomping on the steps may easily transmit through the walls, doors or open windows. (Loud voices, music, or television, etc.) Many residents work at night and sleep in the daytime hours. Your family and your guests will be expected to conduct themselves in a way that will not offend or disturb the neighbors or passerby. Any activity that causes excessive, noise, traffic, or disturbance of any kind is the cause of eviction. Again, this includes loud music, vulgar or profane language. If you can be heard outside the perimeter of the condo you lease, it is considered too loud. Any VIOLATIONS incurred against the Condominium Association Rules and Regulations have to be stopped immediately to avoid further action and/or eviction. Please be courteous to your neighbors.


 

Complaints and Reports of Violations

Emergencies

When in doubt, call 911 for immediate attention regarding fire, health, immediate criminal emergencies.


 

Criminal Activity

IF YOU OBSERVE CRIMINAL ACTIVITY OR VANDALISM: Call the Orlando Police Dept. Non-emergency phone # (407-254-7000) and give police a description of the perpetrators and any people and/or vehicles involved.

PALMS VILLA RESIDENCES CONDOMINIUMS IS A DRUG-FREE COMMUNITY LOCATED WITHIN 1,500 FEET OF AN ORANGE COUNTY ELEMENTARY SCHOOL.

No sale or use of illegal drugs, alcohol, or tobacco products were given to a person under 18 years of age. PENALTY. FL. STATUTES 569.11. THE CONDO ASSOCIATION prohibits the use, possession, or distribution of any drug/controlled substance, chemical, abused substance, or mood-altering substance for mental and/or physical functions, or damaging/abusing A/C Freon on the PVR property at any time. 2011 FL Statutes 856.


 

Remodeling Inside of Condo

All construction plans, remodeling, and flooring must be approved by the Board of Directors one week before work is to begin. All planned changes to flooring must be pre-approved by submission of the plans to the Board of Directors. Second and third-floor condos must submit evidence of soundproofing underlay. Units that have ceramic tile or hardwood floors must have large rugs or area rugs covering tile/hardwood floors to prevent noise from disturbing residents living in the units below.

No changes to the structural elements of the building, or its electrical, mechanical, or plumbing can be made without the prior written consent of the association.

Please do not paint fire sprinklers. If you do so this will result in a fee from the association to get your unit back into fire safety compliance.
